THE PAPAL STATES: 2045-2076
2076.
Since the day the Church partially took control over its national legislation, the Papal States has become only a shadow of what it once was.

The Papal States divided its citizens into 4 classes of citizenship:
1. Metahumans - they have no rights other than staying alive. The only option available to them is getting hired by the corporations, thus becoming corporate citizens.
"...But this will soon change because every devil's spawn will soon be erased from these sacred lands", as Cardinal Baschi once said when he proposed the "Anticittadino Law".
2. Bronze - human citizens of low rank or that come from other Italian states. They do not benefit from any kind of right to health-care, residence, education, etc.

3. Silver - human citizens fully recognized by the Vatican who benefit from private housing, basic health-care, education, and so on. All human males can vote for the Senato and can be elected as senators.

4. Gold - human citizens who belong to the highest rank. Only women with the golden citizenship have the right to vote and to be elected as senators.
​
Last but not least, the corporate citizens - they answer only to the corporate laws. Many metahumans and awakened decided to become corporate citizens in order to escape persecution. Except for vampires and ghouls, since the state has declared all vampires and ghouls enemies of mankind, which is something that the corporations allowed the Vatican to purge.

THE ANARCHISTS.
The future of this nation is uncertain. The state and the corporations are the two predominant factions.
But there is still a third faction to keep in mind.
In opposition to the Vatican and the corporations, we still have the anarchists who despite the heavy defeat, have managed to reorganize themselves and to carry out many terrorist attacks during these last few years.
​"Anarch" or "Anarchs" is a word which the Vatican uses as an insult toward those who question the Papal States. And the rebels have proudly accepted the term to identify themselves. To the Vatican press, the Anarchs appear as a homogeneous organized group that carries out terrorist attacks. However, the Anarchs are far more diverse than the press give it credit for.

1. Illuminatrix - they are a group of organized and violent individuals who, in the past years, have waged several uprisings against the police and the Templars. The only information we have on Illuminatrix is that this group seeks to "flip the table" - as they put it - with the help of four Shadowrunner teams. We also know that the leader of Illuminatrix doesn't take new followers that easily.

2. APM (Associazione pro-metaumani) - they are the exact opposite of what Illuminatrix is. They are more of a political movement mostly comprised of metahumans. And unlike Illuminatrix, they try to convince the authorities to cease their unjustified violence. Darzi, the leader of the group (a former Enlightened bishop whom the pope had excommunicated) is very respected and loved by the people, but the government is constantly ignoring his requests. Worst than that, despite this left-winged party which was rightfully elected in the past election, gaining 10% of seats, was declared illegal by the government. Needless to say that Darzi and his followers are now considered Anarchs by the Vatican, and the Praetorians have the order to kill them on sight. Some of his followers, however, have begun to take up arms and committed many terrorist attacks without his consent.
